Job Description UN Women Afghanistan is seeking a National Evaluation Consultant to support the evaluation of the Twinning initiative, a pilot under the Special Trust Fund for Afghanistan (STFA) Output 4 that strengthens the institutional and technical capacities of women‑led organizations and enhances their participation in humanitarian and Basic Human Needs programming. The assignment lasts 30 working days (over a period of 2 months) and includes travelling, fieldwork, and reporting. Responsibilities Review and adjust data collection tools and plan: develop and/or review tools, ensure cultural and contextual appropriateness, translate final versions, and provide inputs to the inception report. Ensure the overall evaluation methodology is contextualized and culturally sensitive. Work with the international consultant to collect data, translate tools and interview notes, and verify accuracy and cultural appropriateness of protocols (do‑no‑harm approach). Ensure progress of data collection according to plan. Coordinate with key stakeholders—including 14 Women‑Led Organizations and 3 INGOs—to facilitate smooth communication. Provide interview notes in the prescribed format and a summary report of key findings from consultations. Contribute to the preparation of preliminary findings, the draft report, and the synthesis report. Review evaluation products to ensure cultural sensitivity and alignment with the local context. Engage with the international consultant and join presentations as requested. Engage with key project stakeholders to gather relevant data and insights as necessary. Deliverables Inception Phase – Input on data collection tools and plan, inputs to the inception report and presentation (5 days). Data Collection & Quality Control – Work closely with the international consultant to collect data, translate tools and interview notes, verify accuracy and cultural appropriateness, ensure progress of data collection, coordinate with key stakeholders, provide interview notes and summary reports (20 days). Reporting – Contribute to preliminary findings, draft project reports, synthesis report and related presentations (5 days). Required Qualifications Education – Advanced degree in a relevant discipline (e.g., gender, development, social studies, sociology, political science). A first‑level university degree plus two years of qualifying experience may substitute for the advanced degree. Experience – Minimum 5 years in evaluation, review or assessment assignments with international organizations; proven working experience in gender equality; work experience and good knowledge of the Afghanistan context. Familiarity with UN Women or other UN mandates is desirable. Languages Fluency in written and spoken English, Dari and Pashto.
