Compliance Officer I - Employment Investigator (260004PO) The Massachusetts Commission Against Discrimination (MCAD) is an independent state agency that enforces Massachusetts anti‑discrimination laws by investigating complaints to determine whether cases may proceed to conciliation or a public hearing before the Commission. MCAD also offers remedial and preventative training, publishes resources online such as model policies, posters, and guides. The MCAD is seeking a dedicated and motivated individual to join the Investigations Division. As a valued member, the Investigator performs substantive investigative duties, focusing on discrimination claims within the agency’s jurisdiction. The incumbent investigates complaints; obtains evidence and gathers facts concerning allegations of noncompliance with laws, rules, and regulations; performs related work as required; and prepares dispositions recommending a finding. The incumbent also monitors various activities, services, or functions relating to the prevention of discrimination. Duties and Responsibilities Develop investigative plans and fully investigate complaints of discrimination using appropriate investigative tools (reviewing document filings, interviewing parties and witnesses, issuing interrogatories, requesting production of documents, conducting on‑site visits, and holding investigative conferences). Review complaints filed online by constituents and provide assistance to potential filers as assigned; input mail‑in complaints into the agency’s Comprehensive Case Management System (CCMS) and contact complainants for additional information to finalize new complaints or make appropriate amendments prior to authorization for investigation; refer jurisdictional and novel issues to the attorney for review; and make appropriate referrals in cases not within the Commission’s jurisdiction. Manage an investigative caseload and complete investigations in a timely manner while keeping case files updated. Conduct investigative conferences as necessary to allow parties to present allegations and responses, identify and request relevant evidence, and make referrals to mediation where appropriate. Refer motions, jurisdictional and other legal issues arising during investigation to the assigned attorney advisor. Draft factually sound, well‑reasoned investigative dispositions summarizing allegations of discrimination and defenses, presenting relevant evidence, applying proper legal analysis, and recommending to the Attorney Advisor based on probable cause. Identify cases appropriate for early mediation and make referrals according to established internal protocols. Perform required administrative duties. Provide excellent customer service and respond promptly to the public, parties, and constituents. Collaborate with Supervisor, Attorney Advisor(s), Investigator(s), Administrative staff, Commission Counsel, the Director of Preliminary Investigations, and the Deputy Chief or Chief of Investigations on related investigative duties. Prepare and submit related reports to supervisor. Attend required trainings. Perform other related duties based on the Commission’s needs. Qualifications First consideration will be given to candidates who apply within the first 14 days. Minimum Entrance Requirements: Applicants must have at least two years of full‑time (or equivalent part‑time) experience in investigatory, law enforcement, or regulatory administration work, or an equivalent combination of the required experience and the substitutions below. Substitutions: - A Bachelor’s or higher degree may be substituted for the required experience. - Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
